NSW: Howard welcomes US Kyoto announcement
Prime Minister JOHN HOWARD says US President GEORGE W BUSH's plan to slow emissionsgrowth in the United States is a positive step.
Mr HOWARD has welcomed Mr BUSH's announcement despite the president's refusal to ratifythe Kyoto protocol.
He says the president has taken seriously the need to develop an alternative to optingout of the Kyoto protocol.
The BUSH administration's new, voluntary plan is intended to slow emissions growth,instead of cutting emissions to pre-1990 levels as laid out at the 1997 Kyoto summit.
Mr HOWARD says Australia's position of not ratifying the protocol without the US anddeveloping countries remains unchanged.
